No issues with this memory 8gig SD card. Comes with NOOBS preburned. Personally I reformat the card and load my personalized image but you can boot your Raspi by using this card out of the box May 18, 2015

Does this SD card have the latest version of the NOOBS OS necessary to work on the new Raspberry Pi 2 model B or is it just a blank micro SD card that I'll have to load with the latest OS?

It comes with NOOBS but it is not the latest version. If you don't want to download and burn the latest version of NOOBS, you could try:

sudo apt-get install rpi-update

followed by:

sudo rpi-update
