You can buy an RPi without the card for a few bucks less.
The project I used it for was to emulate the squeezebox line of network music players and to run the Logitech Media Server software that serves the players. It handles the software no sweat (all available on the internet: I see that the Terms and Conditions prevent me from citing a web site, so you'll have to Google to find out how to do it).
For this project you need only be comfortable with Linux and the command line, although the web site above gives detailed instructions. It's a little difficult for me to estimate how much experience with Linux you need because I have a lot, so it's hard to see it with the eyes of a novice.
For DAC I used the excellent IQaudio Pi DAC+; since I wanted to drive my stereo, and to have a stand-alone player in another room, I also used the excellent IQaudio Pi AMP+ which can easily drive bookshelf speakers.
NOOBS just makes it easier to get started.
