The TIBPAL devices are very old technology and TI does not offer software or hardware tools. You can use Xeltek programmer like SuperPro 5000E (Newark #74R0287 ) or SuperPro 5000 (Newark #15N3800) which supports TIBPAL22V10-10C PAL device.
