To use this magnet to stop a rotating shaft does the magnet become effective with the 12v applied but release when turned off, or do I need a 2 way switch?

A: 
With respect to the Newark p/n 68C5902 (58 - 0125 12 VDC) the magnet is energised when 12 Vdc is connected and released when the power is turned off. No need for a 2 way switch.
