Details: 
The manufacturer spec shows that EYG-A091203V is 43um thick (25+18), so maybe this plastic is not part of the final product.
The mfr spec does show "separating paper" with no thickness value. Does Panasonic call this "paper" instead of "plastic"?

A: 
The clear plastic sheet you are seeing is the separator paper, as shown in the structure attachment. The separator paper is used to cover the acrylic adhesive for ease of handling and is removed right before placing on the sheet on the product.
