The A7PH-206-1 is a Thumbwheel Switch with solder terminals and pushbutton actuator. This A7PH series dust-tight push-operated binary coded decimal switch has large display characters. It features simple push mechanism and large, easy-to view numeric display makes setting easy, dust penetration prevented with seal for the display windows.

Is this a voltage divider

Details: 
Currently have a EECO p/n 97525 it is a 3 digit voltage divider used on a 10vdc system "000" ='s 0vdc and "999" ='s 10 vdc.
If not is there another device that I can use?

This part is not a voltage divider, it's a push operated switch with display. Don't have voltage divider as per your specs.

Suggested part number of connector with PCB terminals is NRT-CP from Omron. These devices allow Switches to be quickly removed for maintenance and inspection of connectivity, and quickly re-installed.
