A: 
To Program the device PIC18F4520 you need to have an PICkit-3 whose Newark Code is 25R8311
you require MPLAB IDE (software) and PIC18 C Lite Compiler to compile the program and burn to IC.

Details: 
I have two units that are PIC16F676-1/P. One is good...the other is not. Will the PICKIT 3 ICD transfer the information from the good one to a new PIC16F676-1/P? The entire information on the chip is as follows: PIC16F676-1/P, e3(in a circle), 055008M. Can the PICKIT 3 accomplish this? If not do you have any suggestions? Thanks....Curt

Yes PICKIT-3 can be used to read the programmed/Hex data from old device and program the new device (the data in the older device should not be in "secured" format)
