The 08WX9527 has a 1 degree C/W rating
The 08WZ9527 has a 0.65 degree C/W rating
The 3M8472 has a 1.2 degree C/W rating
The 3M8470 has a 0.75 degree C/W rating

What does the Degree C/W rating mean.

And is this determined by the number of fins or the fin spacing.

All of the above heat sinks are the same width.

The rating of a heat sink can be determined by a number of things, including number of fins, fin spacing, fin geometry, heat sink material, etc.

The rating tells you how much temperature rise the heat sink will prevent per Watt of power generated by your device. In other words, for a device generating 5 Watts of power, assuming no other losses, a 1 C/W heat sink would reduce temperature rise by 5C, while a 1.2 C/W heat sink would reduce temperature rise by 6C. Therefore, higher C/W rating corresponds to a more effective heat sink.
